The deepest bench in Portugal: major public and private hospitals, universities, ministries, the main airport, and the widest choice of neighbourhoods and services. If you want capital-city depth and can pay capital-city rent, Lisbon is the straightforward choice.
Who should skip it
Skip Lisbon if the rent would consume the plan. A one-bedroom asking median already sits above the D7 legal income floor for a couple, and steep streets, tourist pressure, and family-doctor waits are part of the real package.

Healthcare access
Register at the local Centro de Saúde after residence, with your permit, NIF and address, to receive a Número de Utente. Lisbon has Portugal’s deepest public and private hospital bench, but that does not abolish the national friction: family-doctor assignment can wait, especially in Lisbon, and private insurance is the speed layer. Medicare does not pay for routine or planned care in Portugal, and no insurer-verified premium table at ages 65, 70 and 75 was obtained.
Climate, honestly
Dry, bright summers and wetter winters. Heat spikes matter in older buildings: ask about shutters, insulation, air conditioning and summer electricity costs before signing. Winter rain is real, even if snow is not the story.
Getting around — and back to the US
Metro, trams, buses and commuter trains make much of Lisbon workable without a car, though the hills test knees. Family, pets and money
School choice is widest here, but places and fees must be checked by exact age band — under 6, primary 6–12, secondary 13–17, then adult routes. For a dog or cat, sequence the ISO microchip, rabies vaccination, USDA-endorsed EU certificate and DGAV arrival notice, then confirm the airline’s cabin or cargo rules. Open the Portuguese bank account and NIF early; U.S. FBAR reporting still applies once foreign accounts pass $10,000 combined.
